Manitoba’s Entrepreneur Pathway is a work-permit-first route for experienced owners and senior managers who establish, purchase, or partner into a Manitoba business. Candidates are selected through an Expression of Interest system, sign a Business Performance Agreement, operate on a temporary work permit, and are nominated once the agreement’s terms are met.
Before any planning, the practical question is whether the pathway is currently accepting Expressions of Interest and on what terms. That should be verified on the day rather than assumed.

The regional split is a real lever
A business outside the Capital Region lowers the investment floor by $100,000 and earns ranking points. The Capital Region covers Winnipeg and surrounding municipalities. The trade-off is market size, so the plan has to be viable in a smaller market rather than simply relocated into one.
How selection works
Expressions of Interest are ranked on Manitoba’s assessment matrix, which awards points across business experience, net worth, investment amount, language, education, age, business location, and adaptability factors such as a spouse’s language ability, prior Manitoba connections, and a business research visit conducted within the year before the EOI. The highest-ranked receive a Letter of Advice to Apply, after which the full application, including the third-party net worth report, is due within the timeline stated in the letter.
Approved candidates attend an interview and sign a Business Performance Agreement recording their specific commitments: the investment, the business, the employment, and residency in Manitoba. That agreement is the yardstick against which nomination is later measured, and material changes to the plan require the province’s consent.
Practical considerations
- Manitoba is one of the few programs that expressly contemplates partnering into an existing business rather than only establishing or buying outright, though partnerships still require the equity stake, active management, and job commitments.
- The 24-month establishment window runs from arrival, not from nomination planning. Arrive with a near-execution-ready plan rather than intending to explore after landing.
- Net worth must be legally accumulated and traceable, and the verification report goes to the MPNP directly, which drives the timeline after the Letter of Advice to Apply.
