AAIP Foreign Graduate Entrepreneur Stream
Alberta's designated-agency route. An approved incubator or accelerator assesses the venture rather than an officer alone.
This is Alberta’s answer to the former federal Start-Up Visa, and it works on a similar logic. Rather than a government officer assessing your venture alone, an approved designated agency, typically an incubator or business organization, vets you and your concept and issues a letter of recommendation. Without that letter you cannot submit an Expression of Interest at all.
The stream favours innovation-driven concepts in Alberta’s priority sectors, and it offers meaningfully lower thresholds for businesses located outside the Calgary and Edmonton metropolitan areas.

The designated agency is the file’s foundation
Agencies assess both the founder and the venture: how innovative the concept is, its commercial prospects in Alberta, and your capacity to execute. Prepare the way you would for seed investors, with a tight pitch, defensible market analysis, financial projections, and a clear account of why Alberta suits the venture. A generic small-business plan will not pass an agency looking for growth potential. Many agencies also provide incubation support after arrival, which strengthens the file.
Urban or regional
The stream builds in a deliberate regional incentive. Locating outside the two major metropolitan areas halves the minimum investment to $50,000, though it raises the required ownership stake to 51%. For a capital-constrained founder whose venture is not tied to Calgary or Edmonton, the regional route lowers the barrier considerably, provided the plan is credible in the smaller market.
How the process works
- Engage a designated agency and present the venture. If satisfied, the agency issues the letter of recommendation.
- Submit an EOI through the AAIP Portal with the agency letter. EOIs are scored and ranked competitively.
- Business Application if invited, with the business plan and financial evidence assessed by the AAIP.
- Work permit. On approval the AAIP supports a work permit application so you can move to Alberta and launch.
- Launch and operate, making the qualifying investment and establishing the required ownership stake while managing from within Alberta.
- Nomination and permanent residence once the business is established and the agreement’s terms are met.
Practical considerations
- Outside capital counts here. Unusually among provincial streams, the qualifying investment can come from a Canadian financial institution, venture capital, or an angel investor rather than solely your own funds.
- The ten-year education window and the two-year language test validity both run to the EOI, so sequencing matters for older credentials.
- Settlement funds are assessed separately from the business investment and scale with family size.
