BC PNP Entrepreneur Immigration: Regional Stream
Lower financial thresholds than the Base stream, in exchange for a commitment to a smaller British Columbia community.
The Regional stream halves the financial thresholds of the Base stream: $300,000 net worth instead of $600,000, and $100,000 invested instead of $200,000. In exchange, you commit to a smaller British Columbia community, and that community gets a say in whether you proceed at all.
Two conditions that define this stream
First, the community is a decision-maker. Before you can register, you must visit your chosen community in person and obtain a referral from its designated representative. That representative is assessing one question: does this business fill a gap the community actually has? Concepts that duplicate an existing local business, or that show little research into the local market, are commonly declined here, before the province ever sees the file.
Second, this is for new businesses only. Buying an existing operation does not qualify under the Regional stream. If acquisition is your plan, the Base stream is the route.

How the process works
- Choose a community and visit. Research participating communities and their priority sectors, develop a concept that answers a demonstrable local need, and complete the in-person visit.
- Obtain the referral. If the community is satisfied the business would benefit the local economy, its representative completes the referral form. This is the gateway document.
- Register. A $300 registration through the portal with the referral in place. Registrations are scored on the same 200-point framework as the Base stream. Regional cut-offs have historically run lower.
- Invitation, verification, application. If invited, arrange the net worth verification report and submit within four months with the business plan and the $3,500 fee.
- Performance Agreement and work permit. Apply to IRCC within 90 days of the Letter of Support and arrive within 12 months of the permit being issued.
- Launch, operate, report. Establish the business, make the investment, create the employment, and submit the final report 18 to 20 months after arrival.
Practical considerations
- Approach the referral the way you would approach an investor. Some communities have paused entrepreneur intake during 2026, so confirm your target is accepting concepts before booking travel.
- Lower thresholds do not mean a lower documentation standard. Net worth must still be fully disclosed, legally accumulated, and traceable.
- Remote locations earn points, but small markets punish generic concepts quickly. Budget working capital well beyond the $100,000 floor.
- Plan on a long horizon. Visit, referral, registration, draw, verification, application, work permit, and an operating period commonly run two to three years or more in total.
