The NWT Business Stream is among the most accessible business immigration pathways in Canada on two fronts. Outside Yellowknife the financial thresholds are the lowest in the country, and applications are reviewed directly, without an Expression of Interest pool or points competition, which produces some of the fastest processing in any business stream.
The two-tier structure
Businesses within Yellowknife’s corporate boundaries require a $500,000 net worth and a $200,000 minimum equity investment. Businesses anywhere else in the territory qualify at half those levels: $250,000 and $100,000.
That is a deliberate regional incentive. Communities such as Hay River, Inuvik, Fort Smith, and Behchokǫ fall on the lower tier. The trade-off is market size. Regional communities are small, remote, and logistics-intensive, and the business plan has to be built on those realities: freight costs, seasonal access, workforce availability, and the specific gaps the community actually has.

Direct review, not a pool
There is no Expression of Interest stage, no scoring grid, and no periodic draw. Complete applications are assessed directly by the Department of Industry, Tourism and Investment, commonly with an interview. That makes the NWT one of the fastest business streams in Canada when the file is well prepared, and equally unforgiving of a weak one: there is no pool ranking to hide behind, so the plan, the finances, and your operating capacity are assessed on their own merits.
How the process works
- Choose the location and build the plan. Yellowknife or regional, remembering the thresholds differ by half, and build the plan on verified local conditions.
- Submit the application with the business plan, financial documentation, and supporting evidence.
- Assessment and interview by the Department of Industry, Tourism and Investment.
- Business Performance Agreement and work permit, recording your investment, employment, and residency commitments.
- Establish and operate the business hands-on under the agreement.
- Nomination and permanent residence once the agreement’s terms are met.
